How "Farming for Dissent" Built a Global Entertainment Empire
Too often, conversations about culture boil down to slogans on walls. But culture isn't what you say — it's what you do. Netflix's culture famously goes deeper than values statements, actually shaping how they operate. Let’s get into how they do it, how that enabled them to scale, and what it’s like as a leader.
You've probably heard about Netflix's famous culture deck: the one that went viral for its "keeper team" philosophy and radical transparency. But what does that culture actually look like in practice when you're pivoting from DVDs to streaming and scaling from 20 original shows to 1,000 per year — while expanding globally?
I recently sat down with Angela Morgenstern, who joined Netflix in 2015 as a senior product leader during the company's massive pivot to original content. Her insights reveal how Netflix's cultural principles – particularly "farming for dissent" and the "informed captain" model – actually work in the messy reality of building a global entertainment business.

The Strategic Bet That Changed Everything
When Angela joined Netflix, the company was placing what she calls "a huge bet" on original content. "At that time, they had had about 20 to 40 originals and they were scaling to a thousand a year within the next few years and moving toward an eventual $10 billion a year investment," she explains.
"It's easy to forget in the rear view that it was a controversial strategy at the time that fundamentally changed the product offering, particularly because you were dealing with unfamiliar IP and a new kind of supply-side dynamic with creators who had different expectations and different consumer behaviors."
What made this transition possible wasn't just Netflix's willingness to take big bets: it was how their culture enabled rapid learning and adaptation. As Angela put it, "Netflix created a learning culture where you could make really informed decisions, driven by consumer insights. But the culture also enabled an environment where leaders were not afraid to take strategic bets when it was necessary.”
Farming for Dissent: How Netflix Makes Better Decisions
One of Netflix's most distinctive cultural practices is what they call "farming for dissent" – actively seeking out disagreement and different perspectives before making decisions. But how does this actually work in practice?
"If you really hold truthfulness as a North Star, and you think it's important for a lot of reasons, to get to the right decision, to do what's best for the business... then you really have to work on forums where people feel that they can be direct and honest with the right set of consequences," Angela explains.
The key mechanism was their memo-driven culture. "The focus was not on fancy presentations, but on laying out your rationale and your idea and your proposal very clearly and succinctly. And the default was for transparent commenting around those ideas and strategies. So that if someone had a question, if someone disagreed, they could literally comment in a Doc and engage in a conversation.”
Product Strat: The Arena for Rigorous Debate
Netflix's "Product Strat" meetings became the primary venue for this cultural practice. These evolved from smaller meetings that even the CEO would attend and argue at, into open forums where "people could attend if they had something to say and they did their homework of reading the memos."
As Angela describes it: "It was a really senior conversation designed to debate and bring in different perspectives about what you plan to do as a product leader. And that was an important opportunity for the product leader to exercise judgment around how they take in the feedback, what they do with it, and also to explain and debate their rationale."
The beauty of this system is that it separates the debate from the decision. Once sufficient dissent has been "farmed," the informed captain – the person closest to the problem – makes the call.
The Informed Captain Model: Speed Through Clarity
The key insight here is that the informed captain isn't just someone with authority – they're specifically the person who has done the work to understand different perspectives. As Angela put it, the responsibility isn't just to make the call, but to "explicitly and proactively solicit opinions that they know will be different to their own."
This autonomy enabled rapid adaptation as Netflix scaled globally. But perhaps more importantly, the informed captain model is paired with a "disagree and commit" culture where "once the decision is made, even if you were not supportive of that or you had a different opinion... your job, especially as a leader, is to get on board and to be not just supportive, but actually an advocate of it."
Global Growth: Balancing Scale with Local Needs
Netflix's expansion into global markets presented unique challenges that tested their cultural principles. As Angela recalls: "As we expanded, we began hiring a few product leaders in local markets internationally because there were different challenges. We wanted to have one global approach to a scaled product platform, but sometimes you need to be on the ground to understand what those challenges are."
The example of Japan illustrates this perfectly. Angela had a leader who found that in Japan, they were struggling with the introduction of anime and the conventions of anime: “There were specific ways that people consumed anime, expected to discover anime, behaved around anime, the way the community functioned."
Netflix's approach to global expansion wasn't about imposing Silicon Valley culture everywhere. Instead, they created affordances that make sense given the context. As Angela puts it, "When you're dealing with certain cultures, you take a beat and leave a little bit more time for people to respond. Maybe when you're dealing with people for whom English is not the first language, you give them additional time to read the memo and ask clarifying questions."
They even invested in cultural education for leadership. All the directors and above read Erin Meyer's The Culture Map. “We were encouraged to take the test and debate with each other... it enabled us to reflect on our own tendencies and biases."
The Feedback Revolution: Making Criticism a Gift
Perhaps the most intensive aspect of Netflix's culture was their approach to feedback. As Angela puts it: "Feedback, I would say, is the defining feature of my experience with Netflix."
The system went far beyond typical annual reviews. "We would talk about it as leaders. You need to go to the dentist and brush your teeth every day. The [annual] 360 moment is like going to the dentist. You need to have a formal check-in and be forced to look at the state of your cavities. But you also should be brushing your teeth every day."
One of the most intense practices was the "Live 360" – group feedback sessions where teams would sit down at a table, go around the room and give feedback to each other live, sometimes over a meal out.
"You wouldn't just give feedback. You'd go around and say: What did you hear from the feedback that the people gave you? What did you agree with? What did you not agree with?" Angela notes, "Communication is in the ear of the listener, so it's also training you to see how good you can be at feedback."
The system created real accountability for growth. "It was encouraged to give feedback upward and leaders would often share their feedback publicly at big forums or even in documents. They would say, these are the things I'm working on based on what I've heard."
Angela experienced this personally: "In the beginning, I was told I was too nice. That I was too nice a product leader and too consensus-driven. In the middle, I was told I was not nice enough – too direct." Through feedback, she found a balance that worked.
Four Lessons for Leaders
Netflix's culture isn't perfect, and it's not right for every organization. But there are key principles that any leader can apply:
1. Create structured forums for dissent. Don't just say you want people to speak up: build specific mechanisms that make it safe and expected. Whether it's memo-driven discussions with transparent commenting or regular "farming for dissent" sessions, make disagreement a valued part of your process.
2. Separate debate from decision-making. The informed captain model works because it clearly distinguishes between the phase where you gather input and the phase where you make the call. This prevents endless consensus-seeking while ensuring decisions are well-informed.
3. Make feedback continuous, not just annual. The "brush your teeth daily" approach to feedback creates a culture where growth is ongoing rather than a once-a-year surprise. When leaders publicly share what they're working on based on feedback, it models a growth mindset and creates psychological safety for everyone else.
4. Balance global consistency with local adaptation. As you scale globally, resist the urge to impose one-size-fits-all solutions. Instead, create clear principles and give local teams the autonomy to adapt them to their context.
Netflix's transformation from a DVD-by-mail service to a global entertainment powerhouse wasn't just about content strategy or technology – it was about building a culture that could learn, adapt, and scale. In our era of rapid change, that might be the most valuable lesson of all.
